I'll keep an eye on progress of this pre-election publication. I'm sure it is linked with one of the 3 new disclosure requirements (to disclose public income) in the 2015 annual return to the Charity Commission.
The Government has set out its policy on the transparency of information about publicly funded services in a set of principles called 'The Transparency of Suppliers and Government to the Public'. The principles state that "citizens are entitled to know how taxpayers' money is spent" and calls for the public to have "access to clear and accurate information pertaining to service delivery".
