"...we have decided to bring forward the date at which these proposals become "live" to 31 March 2015 meaning that charities who fall below the thresholds and whose accounting years end on or after 31 March can benefit immediatelyā€¯. The statute change will have to be rushed through. Check the detail for your charity in the link to the government response as the asset threshold is unchanged. The response concludes that the independent examination regime is adequate. I recommend that trustees ensure that they have quality assurance about their activities and finances to meet their legal responsibilities (for which a consultation has just closed).
