A Labour plan to fine tax abusers sounds good. Except how do you know if you're doing something HMRC will consider is abusive? It's nto always clear. Do we have to rely on the fact that HMRC are just jolly good chaps and won't twist the anti-abuse rules to see abuse even where there isn't any? Still, Ed Balls wants votes, not a fairer system.
